The obverse of the medal features a portrait of Robert E. Rubin, the 70th Secretary of the Treasury, with the inscription “ROBERT E. RUBIN” centered along the top of the medal.

The reverse of the medal features the inscription “SECRETARY OF THE TREASURY” centered along the top of the medal with his name and date of appointment “ROBERT E. RUBIN JANUARY 10, 1995” centered underneath the inscription. The Treasury Building, the White House, the Presidential Seal, and the Treasury Department Seal in Latin are superimposed in the center of the medal. The inscription “ASSISTANT TO THE PRESIDENT JANUARY 20, 1993” is centered under the White House.
